Summary of changes affecting NVQs and national training structures

NVQs in the UK are now going to be replaced with QCF (Qualifications and Credit Framework) awards, certificates and diplomas. As of 2010 this transition is in now progress.

This is a key point - Some awards persist in NVQ format while others have changed to their new formats!

Responsibility for NVQs, which existed primarily with QCA (the Qualifications and Curriculum Authority), is now split, largely managed by QCA's replacement agency, QCDA (Qualifications and Curriculum Development Agency), and by OfQual (Office of Qualifications and Examinations Regulation) with industry sector development responsibilities flowing down to industry bodies via the UK Government Department for Business, Innovation and Skills (BIS), and the Sector Skills Councils (SSCs).

Background

  • The (QCA) Qualifications and Curriculum Authority was set up under the Education Act 1997 to develop and regulate the national curriculum, assessments in schools and qualifications.
  • In 2007 the UK Government established the independent exams regulator, Ofqual, which took responsibility for most of QCA's regulatory functions. QCA subsequently became QCDA (Qualifications and Curriculum Development Agency), although QCA remained a legal entity through to at least 2009.
  • The change of UK Government in May 2010 raised possibilities of wider reviews and further bigger changes, which are still currently ongoing.

Below is a Summary of the broader changes affecting UK workplace qualifications:
Qualifications and Curriculum Development Agency - QCDA
  • The Qualifications and Curriculum Development Agency (QCDA) effectively replaced the QCA (Qualifications and Curriculum Agency/Authority).
  • Qualifications and Curriculum Development Agency - QCDA is responsible for developing the curriculum (subjects/criteria for a learning qualification), improving and delivering assessments, and reviewing and reforming qualifications.
QCF - qualifications and credit framework agency

  • The QCF is the curremnt UK framework for creating and accrediting qualifications in England, Wales and Northern Ireland.
  • The QCF was first formed in 2008 after 2 years of tests. It was initially operated by the then QCA (Qualifications and Curriculum Agency/Authority), and jointly implemented by the QCA (now QCDA - Qualifications and Curriculum Development Agency), the Learning and Skills Council (LSC) and Ofqual (Office of Qualifications and Examinations Regulation).
  • The QCF is regulated (in England) by Ofqual (Office of Qualifications and Examinations Regulation).
  • The meaningful words within the QCF name are qualifications and framework. This highlights themov3e towards 'credits' in recent national qualifications strategies, where learners can attain smaller steps more easily than the traditional larger 'units' traditionally associated with NVQs.
  • The QCF aims to "...give a wider range of learners the opportunity to get the qualifications they need, in a way that suits them... QCF qualifications are designed with the help of employers so learners can be assured that they're gaining skills that employers are looking for..."
  • The QCF also seeks, obviously, to "...help learners achieve skills and qualifications that meet industry needs, and to enable work-based training to be nationally recognised..."
  • More significantly as just mentioned, compared to previous systems, the QCF aims to allow and recognise smaller steps of learning than typically have existed in qualifications, and to enable learners to build up qualifications 'bit by bit'.
  • The LSC (Learning Skills Council) is, until the LSC ceases and passes its responsibilities elsewhere, responsible for implementing funding, planning and performance measures to support QCF qualifications (in England), and for delivering the 'QCF Service Layer', which stores learners' achievement data from awarding organisations.
  • The European Qualifications Framework (EQF) was referenced in creating the QCF. The EQF links European countries' qualifications systems to each other and makes it easier to cross-reference qualifications between countries.
  • "Vocational and work-related qualifications are changing to become more responsive to the specific demands of employers and learners. They will be more relevant to employers' needs and more accessible to a wider range of learners. An essential tool in this reform of vocational qualifications is the Qualifications and Credit Framework (QCF).
  • Qualifications and units in the QCF [aim to] reflect the skills that employers want, because employers are [invited and able to become] involved in designing them. The QCF gives you [employers] clarity, choice and confidence in the vocational qualifications system so that you can take a leading role in developing qualifications that are right for your industry.
  • The QCF and the larger reform [surrounding NVQs and wider training and development in the UK] are central to the National Skills Strategy 'Skills for growth', which focuses on helping people achieve skills that match the demands of modern work and opens up new opportunities and choices for both learners and employers...
  • [The Qualifications and Credit Agency (QCF) guidance refers people to the webpage www.qcda.gov.uk/qcf for case studies examples and further information about the Qualifications and Credit Framework, and goes on to say:
"Employer influence is [suggested as being] the key to QCF qualifications...."

Freelance NVQ Assessors - More Opportunities out there... What are the benfits?

What with the changes to funding and general uncertainty, you may have noticed that more and more organisations are going down the Freelance / Self Employed Assessor route when hiring NVQ Assessors.
Hiring in this way ensures that Training Providers can pay for work done / per portfolio, and they only need to consider if they will require the Assessor short term. Yes there is less stability for NVQ Assessors who go down this route, but if you can get regular work then this can be more lucrative. Plus lets be honest having a 'Permanent' role as an NVQ Assessor is not always as secure as it sounds - If the funding / learners dry up then most organisations have to let their Assessors go!

Overview:

Our Training Provider client is looking for NVQ Assessors to join their company in a role covering the London area. Applicants must already hold an Assessing qualification (A1, D32, D33) and have recent relevant Assessing experience. The role will be a combination of home based and field based.

To be considered for this role you must be experienced in the Hospitality Industry e.g. Front of House, Reception, Bar, Restaurant, General Manager, Chef etc and be prepared to travel in a field based role throughout the London area to meet with your learners.

Purpose of Role:

To support, assess and train approximately 45 - 50 learners. Applicants must have practical hospitality vocational work experience in the sector they will be assessing and training, preferably with an appropriate hospitality vocational or management qualification.

Experience of Assessing Customer Service and / or Team Leading NVQs would also be beneficial.

Principal duties:

• Undertake NVQ assessments of their learners to the national NVQ standard and to record all assessment decisions to meet the company and the Awarding Body (City & Guilds) requirements.
• Deliver, supervise and mark learning activities, projects, and tests with learners on a 1 : 1 basis on employers premises.
• Frequent visits to the learner at their work place and in addition to NVQ training and assessment also:-

THE JOB

One of the country's largest NVQ training providers is looking for a qualified Childcare NVQ assessor to work on a 6 month fixed term contract. The role will involve assessing and supporting young learners (16-18 year olds mainly) with social or learning needs. Key responsibilities will include:-

Interviewing learners to assess their ability and potential against current programmes/services offered by the Training Centre
Identifying and securing suitable employer placements and ensuring they meet company health and safety standards
Assessing learner skills and identifying needs and support required, in order to produce an Individual Learning Plan (ILP) which is agreed with and understood by the learner. Supporting learners to progress against their ILP
Providing ongoing encouragement, guidance and support to learners and helping them achieve their objectives
Conducting and documenting regular reviews of learner progress against ILP and identifying any changes/actions that need to be made to satisfy learner needs
Meeting agreed targets to ensure that revenue is secured
Involving employers in the training process
Completing all required documentation accurately and within agreed timescales to ensure that contract requirements are met and funding is maximised


REQUIREMENTS

It is essential that you either hold your A1 or D32/ D33 NVQ Assessor qualifications and have experience delivering Childcare NVQ's. As this is partly field based it is essential that you have a driving license and your own transport, and are prepared to travel around the Sheffield, Wakefield, Dewsbury region. A teaching qualification (PTLL'S, CTLL'S, DTLL'S) would be beneficial but not essential.

In return you will be offered a starting salary of £17,040- £18,787 pro rata dependent on experience and qualifications. Other benefits include:

The Role
They currently require a Qualified Dental Nursing Assessor / Tutor to join their Chesterfield based team. The role will involve serving Derbyshire and Nottinghamshire dental practices that are keen to develop their staff.

Overview
The key areas of responsibility are engaging with dental practices that are accessing work based learning apprenticeship programmes, for both youth and adults throughout Derbyshire and Nottinghamshire.

Ideally applicants will possess:-

• Assessor qualifications D32/D33 or A1.
• Occupational competency.
• Good organisational and time management skills.
• Excellent influencing and negotiating skills.
• Excellent communication skills, both written and oral.
• Enthusiastic qualities that motivate and engage companies and people into learning.
• Good ICT Skills.
• Understanding of Work Based learning and the associated funding streams.
• Clean driving licence and a car are essential.
• Registration with General Dental Council.

What is an NVQ Assessor?

NVQ assessors work with candidates to help them meet the occupational standards (competences) needed to gain National Vocational Qualifications (NVQs).

An assessor will firstly identify what a new NVQ candidate knows and is able to do. The assessor and candidate then agree an action plan that will enable the candidate to develop the additional competences needed to gain the NVQ award. Assessors also support candidates as they work through their individual action plans.

NVQ Assessing involves:

* visiting candidates in their own workplaces to observe and record their work-based performance
* questioning candidates on a one-to-one basis to assess their underpinning knowledge
* examining and evaluating candidates' portfolios of evidence
* giving candidates detailed feedback after an assessment
* recording candidates' performance and signing off units as they are completed
* compiling records that are passed on to the NVQ awarding bodies.

Some NVQ assessors are self-employed; some are employed on a part-time or full-time basis; and many perform their role within a broader teaching or training role. They usually work with candidates in colleges of further education (FE), private training organisations or as in-house assessors in large companies. To meet the needs of candidates, assessors need to be flexible in their working hours and to be prepared to travel to different workplaces.

For employed assessors, salaries range from £16k up to about £35k per year year. Freelance NVQ Assessors work on to an hourly rate.

NVQ assessors must:

* have recent experience in the occupational area they are assessing
* have well developed speaking, listening and writing skills
* be able to encourage and motivate candidates
* enjoy working with people
* have an interest in promoting education and training.

Depending on where they carry out assessments, assessors must gain either an A1 Award (Certificate in Assessing Candidates using a Range of Methods) or A2 Award (Certificate in Assessing Candidates' Performance through Observation). Training is available through many colleges and training organisations. To gain these in-service qualifications, applicants must already be involved in the assessment of NVQ candidates.

An experienced assessor can train to become an internal verifier (IV) or external verifier (EV).
